In 2010, LNEG – National Laboratory for Energy and Geology adhered to the principles of the European Charter for Researchers and Code of Conduct for the Recruitment of Researchers (see pdf).
The President of the Board of LNEG, Prof. Teresa Ponce de Leão, signed the principles of the Charter&Code in July 28, 2010, as it can be seen at the European Euraxess website, along with other Portuguese institutions that have also joined). This is also visible at LNEG’s website.
In this space you will find information, tasks and events that are meant to provide an environment favorable to research, development and innovation activities. This is done by involving all the main people, as stated by principles of the Charter, which means all the “professionals engaged in the conception or creation of new knowledge, products, processes, methods and systems and in the management of the projects concerned” (European Charter for Researchers, p. 28).
Chronology of events and actions
28/May/2022 – LNEG celebrates the 9th anniversary of the HRS4R Logo of Excellence on May 28th, 2021. To mark this date, a document was shared by the Permanent Committee Charter&Code, which refers to the work developed during the renovation process and proposes a new slide to be used, as a curtain, at the opening of the presentations/events that will be held.
30/Dec/2021 – LNEG submitted the application to DG RTD (EURAXESS) for renewal of the HRS4R Excellence Logo for the 2021-2024 cycle.
In view of the 2021-2024 horizon, the HRS4R Strategic Framework, the HRS4R Action Plan and the commitment to the principles of Open, Transparent and Merit-Based Recruitment of researchers OTM-R (2021) were updated and renewed whose evaluation will be carried out during the external audit that will culminate this process.
28/May/2021 – LNEG celebrates the 8th anniversary of the HRS4R Logo of Excellence on May 28th, 2021. To mark this date, a document, was shared by the Permanent Committee Charter&Code, that reflects the work developed during the renewal process with relevant evidences of LNEG’s commitment and progress in implementing C&C principles.
13/Jan/2021 – LNEG has organised, in a partnership with FCT and European Commision, a virtual workshop “Charter & Code – Human Resources Strategy for Researchers and HRS4R Logo” aimed to disseminate the European Charter for Researchers and Code of Conduct for the Recruitment of Researchers and to stimulate the implementation of the HRS4R Logo of Excellence (Charter & Code – Human Resources Strategy for Researchers and HRS4R Logo).

28/Jan/2016 – Mutual Learning Seminar organized by the European Commission (DG Research), in Brussels , on the implementation of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers on “Attracting skilled Researchers through the strengthened Human Resources Strategy (HRS4R).
22/Dec/2015 – Under the initiative Showcasing Good Valuation Practices of People promoted by the Instituto Nacional de Administração in order to give public visibility to examples of practices that encourage the improvement of interpersonal relationships in a professional context, LNEG participated through the presentation of the Good Practice HR Excellence in Research which was selected and appeared in Showcasing booklet.
28/Oct/2015 – EURAXESS – Researchers in Motion is an European Commission initiative to promote access to a full range of information services and support to researchers wishing to develop or pursue their research careers in Europe. EURAXESS Program promoted a ROADSHOW 2015 which aimed to stimulate and disseminate financing initiatives and employment opportunities in research activities in 34 cities in 16 European countries. In Portugal the tour of the EURAXESS BUS included Vila Real, Porto, Coimbra, Covilhã, Évora, Lisboa and Faro (program). On 28 October the EURAXESS BUS stood at the Gulbenkian Institute of Science, in Oeiras, where a number of initiatives whose program can be found at Programm and IGC – Final.pdf were developed. LNEG followed this initiative.

19/Oct/2015 – Dissemination of the Charter and Code in the materials for the participants in the X Congresso Ibérico de Geoquímica/XVIII Semana de Geoquímica.
25/Set/2015 – Dissemination of the Charter & Code at the “European Researcher’s Night (NEI 2015)”.
29/Jul/2015 – Following internal competition for candidates for the enlargement of the permanent Monitoring Group (GA) for the implementation of the principles of the Charter & Code, were appointed, by order of of the Governing Council, colleagues Lídia Quental and Carla Midões.
28/May/2015 – At LNEG the 2nd anniversary of the implementation of the principles of the Charter & Code was celebrated. The ceremony took place on the campus of Alfragide, having been invited all employees and external entities. The President of LNEG made reference to the route already done and much that still has to be done, including the creation of conditions to captivate researchers. The event was marked with a cake commemorating the occasion and a port of honor.
12/Mar/2015 -The Monitoring Group prepared the document “Analysis and Planning in 2015” which was referred to the Executive Council, identifying the activities developed in 2014, the proposed Action Plan to be developed during 2015 and the forecast of actions to be taken in 2016 and 2017.
3/Mar/2015 – The European Commission celebrated the 10th anniversary of the “European Charter for Researchers and Code of Conduct for the Recruitment of Researchers.” The Commissioner for Research, Innovation and Science, Carlos Moedas, along with his three predecessors, high-level representatives from research institutions, the European Parliament and other institutions participated in the event. DG Research said how much work still needs to be done across Europe to the harmonization of principles between the different member states in the area of recruitment and working conditions of Researchers path started in 2005. The president of LNEG, the only Portuguese institution awarded the “Recognition HRS4R” to date, attended this meeting which brought together Rectors and research institutions from HR Managers awarded to share their views and experiences on the impact and benefits of running a human resources strategy for the Researchers.
20/Nov/2014 – Mutual Learning Workshop organized by the European Commission (DG Research) in Brussels, within the implementation of the European Researchers and the Code of Conduct for the Recruitment of Researchers Charter.
30/Oct/2014 – Report to the Board of Directors summarizing the activities carried out by Monitoring Group (GA) since the appointment, as well as actions to be undertaken till the end of the year.
22/May/2014 – Following internal competition for candidates for the permanent Monitoring Group (GA) for the implementation of the principles of the Charter & Code, were appointed, by order of 22 May of the Governing Council, colleagues Carla Manuela dos Santos, David Pereira Loureiro and Mario José Gonçalves dos Santos, who join the Executive Group (EG) to Charter & Code.
9/Apr/2014 – At LNEG Alfragide campus, a session on “Network of Excellence of State Laboratories”, took place. Eight State Laboratories were present and issues relating to accession procedures to European Charter for Researchers and Code of Conduct for the Recruitment of Researchers (C & C), the development of a Network of Excellence of State Laboratories, as well as the criteria for the diagnosis of convergence with the principles of C & C were addressed.

25/Oct/2013 – Session on the theme “Excellence in research and innovation: the experience of LNEG” which had as its main objective to present the steps needed for the accession process to the European Charter for Researchers & Code of Conduct and subsequent application to Excellence logo [view presentation in PDF]. Having been LNEG the first Portuguese institution to be awarded Logo for Excellence in Human Research Resources, as well as sharing experiences this session was a first step towards the creation of a network of excellence that is to be participated by all institutions interested in implementing the Principles of the Charter & Code.
The session was attended by distinguished speakers, Prof. Graça Carvalho, Member of the European Parliament, who spoke about the prospects for Portugal’s Horizon2020 and ODR program. Johan Stierna, the Directorate General for Research and Innovation European Commission presented the current situation of the European Union in the aspects of competitiveness and innovation, as well as the positioning of Portugal in the main indicators. The closure was made by Prof. Teresa Ponce de Leão, President at LNEG, with the introduction to the European Energy Research Alliance (EERA), an alliance of European Research Organizations in the field of Energy aimed at enhancing and optimizing European capabilities in this area.

23/Out/2012 – Presentation of the results of the survey to all LNEG workers in the Lispólis auditorium.
25/Set/2012 – A meeting was held with representatives of the Faculty of Sciences of Lisbon University, who showed interest to adhere to the principles of the Charter & Code. In this meeting, issues related to their request were clarified and the 5 stages of implementation of the principles were addressed.
05/Set/2012 – A meeting was held with representatives of the Polytechnic Institute of Leiria (IPL), who also showed interest to adhere to the principles of the Charter & Code. A presentation was made covering the steps to be taken for the implementation of the 5 stages of the principles of the Charter & Code. Other issues related to IPL’s application were also clarified.
25/Jul/2012 – Issues that directly concern all who work in science, particularly those who are in training activities were presented and discussed in the Parliament. Among them it was discussed a petition from the Grantee Association of Science Research (ABIC) to modify the grantee statutes and some of the bills for the research career development in the various institutions of the National Scientific and Technological System (SCTN).
01/Jul/2012 – Following the Mutual Learning Semminar in Varna, LNEG was choosen by the delegates to host the annual meeting in the following year (2013).
23/Jun/2012 – Broadcasted of “open call” for dissemination among organizations that need help to implement the principles of the Charter (4th Cohort for Human Resources Strategy for Researchers – HRS4R). Its deadline was fixed on 28th September. HRS4R is a mechanism of the European Commission to assist institutions in implementing the Charter. Those Institutions that successfully complete the implementation of the principles will receive a logo of excellence (“HR Excellence in Research”).
Jun/2012 – Workshop on “HR Strategy” took place in Varna Open University, Bulgaria.
30/Mai/2012 – A Parliamentary hearing took place focusing on “Careers and funding of the National System for Science and Technology and State Laboratories”.
